1992 marked the beginning of USP's long-term collaboration with the USAID to implement and evaluate country-specific drug information resource programs in selected developing countries. As part of the Rational Pharmaceutical Management Project (RPM), USP signed cooperative agreements with USAID to use the USP DI database in Mozambique, Nepal, Ecuador, and Russia. RPM sought to address problems related to drug information, procurement, registration, and use. As part of this project, USP developed monographs for drugs on the WHO List of Essential Medicines and undertook initiatives to set up drug information centers. These efforts continued until 2000, when the program was transitioned into the Drug Quality and Information Program (DQI). DQI's goal was to advance strategies to improve drug quality and the appropriate use of drugs globally through collaboration with national governments, international health organizations, technical partners, and donors. The partnership provided technical assistance to more than 25 developing countries.
