Cook viewed international cooperation with enthusiasm and was one of the original members of the International Technical Commission of Pharmacopoeial Experts under the auspices of the League of Nations. He spent a year in Europe and Great Britain, meeting with representatives from various pharmacopeial bodies. Cook played an active role in the International Conference on Vitamin Standardization and oversaw the inception of the USP Vitamin Advisory Board.
