Miller championed the International Pharmacopoeia and the establishment of International Nonproprietary Names, activities in the World Health Organization, although these views were not equally shared by the Board of Trustees and industry stakeholders from the American pharmaceutical industry. Miller also sought to strengthen relations with USP's neighbors by regularly participating in meetings of the Pan American Pharmaceutical Congresses.
