One of USP's most charismatic leaders, Halperin used his charm to develop new international relationships around the globe, laying the groundwork for USP's global expansion in the 21st century. In addition, Halperin oversaw the formation of the Pharmacopeial Discussion Group and early progress toward international harmonization. He envisioned a future of "disappearing borders," a trend that has only intensified in the following decades as harmonization has been deemed a priority for USP in all subsequent governing cycles.
